What part of the constitution allows for Universal Healthcare?

Seriously.... 10th amendment should stop this? It's not spelled out in the constitution that the federal government has this power, thus, the states should get to decide.... Why hasn't anyone brought this up on the federal level?

The 10th amendment has largely been ignored by the federal gov't and Supreme Court.
