Where is this coming from? Rivals, ESPN, Scout?

That's exactly the plan. We suspect that two may not qualify. Looks like we will take 29 kids. If over the limit when the time comes, due to some qualifying and other reasons then there maybe some possible grayshirts.

Hoff,
This info comes from Scout. I did not see the Whitty article (I did not get my in depth dose of Scout yet this morning) but if Rocky wrote about it then you can trust that he read it. On Onwukaife, he is RUMORED (I stress the "rumored" as that is how it was presented on Scout with details to follow later as it unfolds) to be back in the mix but it is still thought that FSU is the team to beat. He wanted to commit to U-M way back when but we put him off. I hope we get him.

And some will be enrolling in jan. Won't they count against last years class? Allowing us to sign even more.

Not really sure what the truth is on this anymore. I found this on mgoblog.

Further probing has finally revealed the hypothetical rule change to be inaccurate. Probably. An email from the Big Ten's director of compliance indicates there has been no rule change. A small snippet of a longer reply from this official posted on the Rivals premium board:

Ya that's what I thought, because that's the only way we would be able to give out 28 schollies.
