I have had an epiphany so must share. In order to make things more standardized across the board amongst the teams in different conferences maybe some standard rules need applied regarding scheduling.
12 games (13 if playing Hawaii)
Divide the conferences into schedule strength.
Tier 1: BCS conferences, ND
Tier 2: MAC, WAC, Mountain West
Tier 3: All other Div I teams
Schedule requirements:
8 conference games, for BCS conferences with 8 teams or less subsititute a Tier 1 team for each game short of 8 conference games
2 games: Tier 1 teams, up to 3 games are allowed (not including games that count toward conference requirements)
1 -2 games: Tier 2 teams
1 game: Tier 3 or FCS teams
Hawaii does not count toward these schedule requirements except for in-conference.
